DUBAI – Dubai Municipality has introduced an advanced beach safety system powered by artificial intelligence, combining aquatic rescue robots with aerial water-rescue drones.

The technology-driven initiative marks a regional first and signals a shift towards proactive, smart safety solutions along the emirate’s coastline.

The integrated system has been deployed across Dubai’s public beaches to enhance emergency response times, improve monitoring, and strengthen protection for residents and visitors. Officials say the technology also supports lifeguard teams by reducing the risks associated with initial rescue operations in challenging sea conditions.

The move reflects Dubai’s wider strategy to integrate advanced technology into public services while maintaining high safety standards across major leisure destinations.

Aquatic robot

At the centre of the system is an aquatic rescue robot described as the first of its kind in the Middle East. The remote-controlled device is designed to assist lifeguards in reaching swimmers in distress significantly faster than conventional methods.

Capable of travelling at speeds up to five times faster than traditional lifeguard swimming rescues, the robot can operate within a range of up to one kilometre in line of sight. It also has the ability to tow up to 500 kilograms, allowing rescuers to support multiple swimmers or assist individuals struggling in rough water.

The self-propelled device is built to function in difficult sea conditions, enabling rapid intervention during the critical early stages of an emergency while reducing physical strain on rescue personnel.

Aerial support

Complementing the aquatic robot is a water rescue drone designed to strengthen situational awareness and coordination during incidents at sea.

Often described as a “flying lifebuoy”, the drone can be rapidly deployed over water and land directly on the sea surface to provide buoyancy support to individuals awaiting assistance. Equipped with a live-feed camera, it transmits real-time visuals to lifeguard teams, allowing them to assess risks quickly and coordinate response efforts more effectively.

The aerial system also enhances monitoring across large coastal areas, helping lifeguards identify potential hazards or emergencies more rapidly.

Integrated system

Together, the rescue robot and aerial drone operate within a broader safety framework overseen by Dubai Municipality. The system combines air and water-based technology with trained lifeguards, continuous monitoring, and centralised control systems.

Bader Anwahi, Chief Executive Officer of the Public Facilities Agency at Dubai Municipality, said the initiative represents a significant step forward in the delivery of coastal safety services.

He said the integration of aquatic rescue robots with aerial drones enhances response speed, operational precision, and safety for both beachgoers and lifeguards.

“Our objective is to ensure that Dubai’s beaches set global benchmarks for safety, readiness, and visitor confidence,” Anwahi said. “By investing in smart rescue technologies and continuously upgrading our safety ecosystem, Dubai Municipality is reinforcing its role in shaping future-ready public spaces.”

Dubai Municipality manages several major coastal destinations across the emirate, including Umm Suqeim 1 Night Beach, Jumeirah 3 Night Beach, Jumeirah 1 Beach, Jumeirah 2 Beach, and Al Mamzar beaches.

These locations are supported by trained lifeguards, modern rescue equipment, and continuous safety monitoring, ensuring a secure and accessible environment for beach visitors throughout the year.
